Protocol standards are particularly important in operating under risk contracts. A
physician practice needs to be able to monitor the high and low utilizers in delivering
patient care.
In addition to the need to track the entire continuum of care, adequate information
systems are needed to provide for peer and financial measurements. There is no substitute
for quality information.
